Pete said he would return to the league as a coach if he would also be able to pick the players. There are probably less than 5 teams that have that situation. The Raiders won't even give a coach that. So to get full control of even a sorry team is rare air. USC is about to get Bushed anyway and Sarkisian stayed for a reason.
